Barceloneta Gets €31 Million Makeover Through 2028

Barceloneta will receive a 31 million euro investment package for structural upgrades across facilities, housing and public space by the end of the current term of office. The measures respond to repeated calls from residents for relief in a neighborhood that faces heavy seasonal visitor loads each summer.

City leaders tied the timing to the America’s Cup events, which are expected to draw larger crowds than usual. The package forms part of a budget agreement reached with the ERC municipal group and sets aside ten million euros specifically to offset impacts from the sailing competition on this Ciutat Vella district.

Targeted upgrades at named sites

Work will focus on concrete locations already familiar to residents. La Maquinista courts will gain a roof, the Escola Bressol La Mar will expand, and the former Cooperativa Segle XX building will become a new community and youth center. A fresh primary healthcare center is planned for the site of the former Clínica Barceloneta, while a new center for organizations will open on Passeig de Joan de Borbó. Two housing blocks will also be renovated: the 81-home senior block at C/ Pinzón, 12 and the 18-flat building at Passeig Joan de Borbó, 44.

Public space improvements will cover Passeig de Joan de Borbó, a new children’s play area in Parc de la Barceloneta, repairs along Passeig Marítim and reurbanisation of Carrer de Pepe Rubianes plus four additional streets in the sea-mountain corridor and Pl. Poetà Boscà. All damaged pavements will be fixed and three new toilet facilities added. Additional port-area work at the northern mouth and Moll Orienta wharf will come through separate agreements between the City Council, the Government of Catalonia and Port de Barcelona.

Investment breakdown and next steps

The figures break down into 18 million euros for facilities, 2.2 million euros for housing stock renewal and 10.8 million euros for public space, according to the city announcement. A further 3.5 million euros under the comprehensive improvement and maintenance plan brings the public space total to 14.3 million euros. These allocations draw directly from the city’s published plan dated 31 May 2024.

Many coastal neighborhoods worldwide face similar tensions between visitor growth and daily life for locals, yet Barceloneta’s approach stands out for its direct allocation to specific blocks and streets rather than broad citywide programs. Construction and renovation work is scheduled to run through 2028, with residents able to track progress through regular city updates on the listed projects.
