Barcelona City Council Unveils €31 Million Investment Plan for Barceloneta Improvements
Officials detail new housing, healthcare, and public space projects as part of a comprehensive investment package responding to community needs and America's Cup-related pressures.
How we reported this

The Barcelona City Council is pressing ahead with a €31 million investment package for the Barceloneta neighbourhood, spanning 2024 to 2028, according to officials. The funding targets structural improvements to facilities, housing, and public space, part of a drive to address demands heightened by the America's Cup maritime event. The plan, detailed in joint statements from the council and the Catalan government, comes as the neighbourhood faces growing attention from international visitors and event-related infrastructure pressure.
New Social Housing at Passeig Joan de Borbó
One of the flagship projects is the renovation of a listed building at Passeig Joan de Borbó, 44, which will create 18 new social and affordable rental homes under the 'Llar Barceloneta' programme. Twenty-five per cent of these homes will be reserved for current Barceloneta residents, a move council officials say is designed to ensure long-term locals can continue living in the neighbourhood amid rising demand. The project is part of a wider push by the city's housing department, which has secured agreements with the Generalitat de Catalunya to accelerate affordable housing delivery across Barcelona.
The housing initiative complements broader spending on public space. An additional €3.5 million has been allocated through the comprehensive improvement plan (PMI) specifically for public space upgrades, contributing to a total of €14.3 million earmarked for public realm improvements across the neighbourhood. These works, officials have said, will focus on key streets and plazas that experienced heavy use during the America's Cup period and that serve as daily thoroughfares for residents.
Healthcare and Cleaning Services Upgraded
On health infrastructure, council and regional government representatives have signed a joint agreement to speed up construction of 11 healthcare facilities across the city, among them the new 'New CAP Barceloneta' primary healthcare centre. The facility aims to relieve pressure on existing services in the Ciutat Vella district, where population density and seasonal tourism create long waiting times. Officials have not publicly stated a completion date but confirmed the project is being fast-tracked under the wider agreement.
Meanwhile, the Ciutat Vella District, which includes Barceloneta, launched a cleaning and waste collection plan in March, comprising 130 specific actions across all neighbourhoods. The initiative targets optimised rubbish collection routes, increased street-cleaning frequency, and improved bin infrastructure in high-footfall areas such as the Barceloneta beachfront and market zone. District officials say the plan was informed by resident feedback gathered during public consultations held late last year.
What Happens Next
Council sources indicate that the housing renovation at Passeig Joan de Borbó is already underway, with structural works expected to continue through late 2026 and into 2027. The PMI public space upgrades are being phased in parallel, with tenders for several street-improvement contracts expected to close by September. For residents, the clearest short-term change may come from the cleaner streets: district officials have pledged to give the cleaning plan a full year before evaluating its effectiveness, with quarterly reports due to the neighbourhood council.
No new council or regional announcements are scheduled imminently, but local officials have said they will hold a public meeting in Barceloneta this autumn to update residents on progress across all fronts.
