Barcelona Invests €31 Million Transforming Barceloneta Through 2028
The plan targets facilities, housing stock and public spaces in the maritime neighbourhood while reserving funds tied to the America’s Cup.

The Barcelona City Council will direct 31 million euros toward structural upgrades in Barceloneta, with works scheduled to run through 2028. The funding covers new and expanded facilities, renovation of two public housing blocks, and a range of street and park improvements.
The measures respond to long-standing resident requests and form part of a budget agreement reached with the ERC municipal group. Ten million euros of the total has been set aside specifically for projects that return value to the neighbourhood in Ciutat Vella in connection with the America’s Cup.
Facilities receive the largest share
Eighteen million euros will go to facilities. Planned projects include covering the La Maquinista courts, extending the Escola Bressol La Mar, converting the former Cooperativa Segle XX into a community and youth centre, creating a new centre for organisations on Passeig de Joan de Borbó, and opening a primary healthcare centre at the former Clínica Barceloneta site.
Separate funding of 2.2 million euros will renovate two housing blocks to modernise the public stock and add homes. The blocks are the 81 units for elderly residents at C/ Pinzón, 12, and the 18 flats at Passeig Joan de Borbó, 44.
Public space work totals 14.3 million euros
Public space improvements are allocated 10.8 million euros, with an additional 3.5 million euros coming from the comprehensive improvement and maintenance plan. The combined 14.3 million euros will support a full redesign of Passeig de Joan de Borbó, a new children’s area in Parc de la Barceloneta, repairs to Passeig Marítim paving and urban elements, reurbanisation of Carrer de Pepe Rubianes plus four streets in the sea-mountain corridor and Pl. Poetà Boscà, pavement replacements throughout the neighbourhood, and three new public toilet facilities.
Beyond the municipal allocation, the City Council, the Government of Catalonia and Port de Barcelona have agreed further investment in port infrastructure at the northern mouth, the tinglados at Moll Orienta, the Llotja building, and the fishing area at the Sant Sebastià groyne. Work on all municipal projects is expected to begin in the coming months and continue until 2028.
