Barceloneta Freezes Water, Waste, Permit Fees Through 2027
Barceloneta households will pay the same amounts for water, waste collection and local permits through December 2027 after the city council set the annual rates ordinance on July 7.

On July 7 the Barceloneta city council passed the 2027 municipal rates ordinance by a 12-to-5 vote, freezing base fees for residential water, waste collection and building permits at 2026 levels for the next 18 months.
The ordinance follows the June release of the city’s fiscal projections, which showed municipal operating costs rising 4.1 percent while household incomes in the district remained flat according to the 2025 local economic report.
Effects on monthly household outlays
A typical three-person household in the Barceloneta waterfront zone currently pays 47 euros a month for metered water and 19 euros for fortnightly waste collection. Under the new ordinance those line items stay unchanged, so the combined 66-euro charge will continue through the end of 2027. Families that request the existing low-income rebate will still receive the 8-euro monthly discount already listed in the 2026 budget paper.
Local advocates note that the freeze also keeps the annual building-permit renewal fee at 62 euros for small commercial premises, a cost passed through to shopkeepers who rent space along Passeig Marítim.
Budget figures and timeline
The council’s fiscal impact statement attached to the ordinance estimates that holding rates steady will forgo 1.8 million euros in additional revenue while serving 27,400 residential accounts. The same document projects that the city will cover the shortfall by drawing 900,000 euros from the general reserve fund already approved in the 2026-2027 budget.
Implementation begins January 1, 2027, when the municipal finance department will issue the first invoices under the new schedule. Residents can review their individual accounts through the city’s online portal starting in December 2026.
