Barceloneta Council Approves Waterfront Park Upgrades, Work Begins October 2026

The Barceloneta District Council voted 12 to 5 on July 7 to fund the Waterfront Park Upgrades project, directing 4.8 million euros from the regional development allocation to repair paths, add lighting and replace benches along the Passeig Marítim stretch between Carrer de Balboa and the Moll de la Fusta.
The measure passed after the council reviewed maintenance records showing 47 percent of existing lighting fixtures had failed in the past two years. Officials scheduled the first phase of work for October because the summer tourism season ends in September and contractor bids close in August.
Timeline for local changes
Construction crews will close sections of the promenade in rotating blocks of two weeks each, beginning at the southern end near Plaça del Mar. Full reopening of all paths is listed for March 2027 in the project schedule released by the district office. New benches and LED fixtures are expected to be in place by December 2026, while tree plantings will continue through spring 2027.
Residents who use the promenade for daily walks or to reach the beach will encounter detours posted on electronic signs at the entrances to Carrer de la Sal and Carrer del Baluard. Local businesses along the route, including three cafes and a bicycle rental stand, have been notified that delivery access will remain open during off-peak hours.
Budget details and next steps
The 4.8 million euro figure appears in the July 7 council packet under line item 3.2 of the 2026 capital works program. Of that amount, 2.1 million euros will cover materials and 1.9 million euros will pay for labor, with the balance set aside for permits and inspections. The government document states that 60 percent of the work must be completed by the end of the first quarter of 2027.
City staff will hold an information session at the Barceloneta Civic Center on July 22 to explain detour maps and answer questions about noise and dust controls. Bids for the main contract open on July 15 and close on August 12, with the winning contractor announced by September 10. Monthly progress reports will be posted on the district website beginning in November.
