Gothic Quarter Council Approves 2026 Infrastructure and Workforce Act, Funding Transit Routes and Job Centers
The legislation sets aside $85 million for new bus lines and training facilities that connect Gothic Quarter neighborhoods to employment sites and daily services.

At its July 7 meeting the Gothic Quarter City Council passed the 2026 Infrastructure and Workforce Act on a 7-2 vote. The measure directs city funds to expanded bus routes, new workforce training sites and maintenance upgrades on existing roads and utilities.
The vote follows the release of the council's mid-year budget review, which showed a 12 percent rise in applications for local job placement services since January. Council records list the act as addressing gaps in public transit coverage that currently affect shifts at warehouses and medical facilities on the city's eastern edge.
Transit and Training Allocations
Under the act, $52 million will go to three new bus routes that run from residential blocks near the old market square to the industrial park and two hospitals. Another $33 million supports two training centers, one in the northern district and one near the riverfront, each scheduled to open with capacity for 400 participants per quarter. City documents state these centers will focus on logistics, health aide certification and basic construction skills.
Residents who rely on Route 12 and Route 17 will see added evening service starting in October, cutting average wait times from 45 minutes to 20 minutes on those lines. Workers at the distribution centers off Elm Street gain direct stops within two blocks of their entrances, while families in the south quarter gain access to the new northern training site without changing buses twice.
The council budget paper records the total package at $85 million, drawn from the capital improvement fund and federal matching grants already secured for transit. Local advocates note that similar allocations in prior years produced 800 certified trainees within 18 months of opening.
City staff will issue requests for proposals for the bus fleet and center construction by August 15. Groundbreaking is listed for September, with route testing projected to finish by the end of the year.
