Gracia City Council Approves Residential Density Adjustments in Three Districts
The July 7 vote changes building rules in central Gracia neighbourhoods and will alter the number of new housing units available to local households from 2027 onward.

Gracia City Council passed the Residential Density Adjustments ordinance by a 6-3 vote on July 7. The measure raises permitted building heights and unit counts on lots zoned R-2 and R-3 in the Barrio Norte, Plaza Vieja and Mercado districts. Residents in those three areas will see new construction applications processed under the updated rules starting January 2027.
The ordinance responds to the housing supply targets set in the 2025 municipal housing plan. That plan identified a shortfall of 4,800 units over the next decade based on population data from the municipal registry. Council staff presented the changes after reviewing 18 months of permit data showing repeated rejections for multi-unit projects on small lots.
Effects on daily housing search and costs
Households looking for rental units in Barrio Norte will face a larger supply of one- and two-bedroom apartments once projects reach completion. Property owners in the same district can now apply to add one extra floor to existing structures without a full rezoning hearing. Local real-estate listings already show three pending applications that were previously stalled under the old height limits.
Residents outside the three districts will not see immediate rule changes, yet the city-wide waiting list for social housing may shorten if new market-rate units absorb some demand. The ordinance also requires each new project to include at least 15 percent of units at rents capped for ten years, a figure drawn from the council's affordable-housing guidelines released in March.
City budget documents allocate 850,000 euros for staff review of the expected increase in permit applications during the 2026-2027 fiscal year. The same documents project that property-tax revenue from the additional units will reach 1.4 million euros annually once the buildings are assessed at full occupancy.
Planning department staff will hold two public information sessions in September for property owners who wish to submit applications under the new rules. The first permits are scheduled for review at the November council meeting, with construction expected to begin in the second quarter of 2027.
