Gracia Electoral Transparency Ordinance Requires Donor Reports 15 Days After Nomination, Giving Residents Earlier View of Funding Sources for Council Races
Gracia residents will gain access to candidate donor lists before the September municipal elections that set spending priorities for neighbourhood roads and community centres.

The Gracia Electoral Transparency Ordinance took effect on 1 July and obliges every candidate for the 12 city council seats to file complete donor lists and contribution amounts within 15 days of nomination.
The rule applies to the elections scheduled for 12 September and covers donations above 500 euros. City clerk records show 112 candidates filed papers by the 30 June deadline.
Access to Records Before Voting
Residents can now review the filings online through the municipal portal starting 16 July. The reports list individual and corporate donors, their addresses and the exact sums given. Local advocates note that previous cycles left voters without this detail until after ballots were cast.
Policy analysts say the change targets decisions on the 2027 capital works program, which includes resurfacing of 18 kilometres of local streets and upgrades at four community centres. Voters will see whether any donor has business before the council on zoning or procurement.

Gracia households pay an average 1,240 euros in annual rates that fund those services. The ordinance does not limit donation amounts but requires disclosure so residents can connect a candidate’s backers to positions on rate levels or service cuts. The government projects the public database will receive 8,000 visits in the first month after launch.
Candidates must also declare any loans or in-kind support such as office space or printing. The legislation states that failure to file on time bars a candidate from appearing on the ballot. The next filings are due 1 August, and the clerk’s office will post updates weekly until election day.
