Current state budget papers record that Gracia accounts for 18 per cent of the metropolitan population yet receives only 12 per cent of ongoing capital works expenditure. The new bill adjusts the forward estimates to close part of that gap, with the first tranche of payments scheduled for the 2027 financial year.

Under the bill, two road widening schemes on the northern and western approaches to the city centre will begin procurement in the next quarter. Each project carries an estimated workforce requirement of 650 full-time equivalent positions during peak construction, according to the department of transport project briefs. Local suppliers of aggregate and steel fabrication stand to receive contract preferences under the procurement rules attached to the legislation.
Separate provisions earmark 85 million for the expansion of the Gracia Community Health Centre and the adjoining library branch. These works are projected to add 120 ongoing maintenance and operations positions once completed, the legislation states. Residents who rely on those facilities for scheduled appointments or public internet access will see extended operating hours once the upgrades finish.
Next steps in implementation
The bill is listed for committee review on 22 July. If passed in its current form, the treasury will issue the first quarterly progress report on fund drawdowns by October, covering contract awards and local labour hours logged on Gracia sites. Municipal planning staff have already begun updating traffic management plans for the affected corridors in anticipation of the construction timetable.
