Catalonia District Funding Bill 2026: Les Corts Receives Lower Per-Resident Allocation Than Tarragona or Girona Districts
The legislation sets Les Corts funding at €245 per resident for municipal services, below the €265 average applied in comparable districts of other Catalan cities.
How we reported this
The Catalan Parliament passed the District Funding Bill on 28 June, revising the formula that distributes regional grants to Barcelona districts and to municipalities outside the capital. Les Corts now falls under the new per-resident calculation that begins with the 2027 fiscal year.
Regional statisticians updated the formula after the 2025 census showed uneven population growth across Catalonia. The bill therefore shifts weight toward density and existing infrastructure levels, a change scheduled to take effect when the next budget year opens.
Service Changes for Les Corts Residents
Les Corts households can expect the district share of the €120 million grant pool to support 14 fewer new street-cleaning shifts per month than in 2025. Community centre operating hours at the Les Corts Civic Centre may also be trimmed by two evenings each week under the draft council plan now circulating.
Transport allocations will cover maintenance on existing bus lanes along Travessera de les Corts but will not add the two new sheltered stops that appeared in the 2024 capital plan. Residents who rely on the L3 metro feeder routes will see no immediate timetable changes, yet replacement parts for the district's 38 bus shelters are listed at reduced quantities.
Comparison Figures and Budget Data
The bill text states that Les Corts receives €245 per resident from the regional pool. The same document lists €265 per resident for districts of equivalent size in Tarragona and €272 per resident for districts in Girona. These figures appear in Annex 3 of the published legislation and are drawn directly from the 2025 population register.
City hall staff in Barcelona have confirmed they will finalise spending schedules by 15 September. The regional government has stated that quarterly service audits will begin in March 2027 to measure whether districts meet the revised performance targets set in the bill.
