Poblenou Referendum on Municipal Service Fee Adjustments Faces September Ballot
Poblenou residents will vote on whether to approve changes that would alter annual charges for water, waste collection and local transport passes paid directly from household budgets.

The ballot measure placed before voters asks whether the city should limit increases in municipal service fees for the 2027 fiscal year. The proposal would affect every Poblenou household that receives water bills, waste collection invoices or uses the local transport network operated under city contracts.
City budget documents released in May showed that fee revenue covers a growing share of operating costs after national transfers fell short of projections. Local authorities therefore scheduled the referendum to seek direct approval before finalising the next rate schedule.
Changes to Monthly Outlays
Under the measure, annual adjustments to water and waste charges would be tied to a fixed formula rather than full cost recovery. A household currently paying the standard combined utility bill would see the increase calculated against a narrower index that excludes certain infrastructure surcharges. The same formula would apply to monthly transport passes issued through the municipal operator.
Policy analysts note that the change would shift a portion of revenue needs to other budget lines, including reserves set aside for capital projects. Residents who receive means-tested rebates would continue to qualify under existing eligibility rules, while those above the threshold would pay the adjusted rate.
Recent municipal accounts record that service fees generated 28 million euros in the last fiscal year. The legislation states that any shortfall created by the cap would be met first from contingency funds before other programmes are reviewed.
Voters will receive an official information booklet by post in August that summarises the measure in the three official languages used by the city. The referendum itself is scheduled for the last Sunday in September, with results expected the same evening. If approved, the new fee structure would take effect on 1 January 2027.
