The rebate forms one component of the 2026 Poblenou District Budget, which allocates 1.8 million euros to direct cost offsets rather than new infrastructure projects.

Residents in the 08005 and 08018 postcodes who already receive the municipal social tariff will see the credit applied automatically each month. For a two-person household using 250 kilowatt-hours of electricity, the credit equals roughly 12 euros, according to the budget line item published on the district website.

Concrete effects on household budgets

The rebate covers the fixed portion of the water bill for qualifying accounts, cutting that line item by 8 euros on average. Combined with the electricity portion, the total monthly reduction reaches 20 euros for families at the income threshold, the district finance office calculation states.

Policy analysts note that the measure does not alter base rates set by regional regulators but instead returns a portion of collected municipal fees directly to residents. No new application process is required for those already registered with social services.
