District Social Services Enhancement Plan Shapes Candidate Focus on Poblenou Resident Support

The Barcelona City Council approved the District Social Services Enhancement Plan on 6 July 2026. The plan reallocates 1.8 million euros from the 2026 municipal budget to expand services in Poblenou. It covers home care for older residents, after-school programmes for children aged 6 to 12, and job placement support at three district centres.

Local elections for the district council are scheduled for May 2027. Candidates from several parties have begun outlining their positions on the plan in public forums held at the Poblenou Civic Centre. The measure takes effect on 1 January 2027 and runs for three years.

Changes for Households and Workers

Residents who currently wait an average of 47 days for home care assessments will see the target reduced to 21 days under the plan. Families using the after-school programme at the Centre Cívic del Poblenou will receive extended hours until 19:00 on weekdays. Workers seeking placement through the local employment office will gain access to two additional training courses each quarter in digital skills and care work.

The 2026 budget documents list the funding source as a transfer from unspent infrastructure allocations in the Sant Martí district. City records show 4,200 Poblenou residents received at least one social service in 2025. The plan projects coverage for an additional 1,150 people by the end of 2028.

Remaining Steps Before Implementation

The plan requires final approval from the full city council in September 2026. District offices must publish service schedules by November. Candidates continue to present their views at scheduled neighbourhood meetings through August.
