Local budget documents show that national regional development allocations for open space projects fell short of projections in the 2025-26 fiscal year. Council officers therefore prepared the levy proposal to cover routine upkeep that current general revenue cannot fully support.
How the levy would reach household budgets
Under the draft ordinance the levy would be calculated on the same assessed value used for existing property rates. A typical residential parcel would receive an additional charge calculated at a fixed rate per euro of valuation, collected alongside the quarterly rates notice. Commercial and industrial properties would face a separate tier based on land use category.
Policy analysts at the Sarria Chamber of Commerce have noted that the charge would be itemised separately on every rates statement, allowing owners to see the exact amount tied to parks spending. Community groups have pointed out that the funds would be restricted by the enabling legislation to capital repairs and seasonal maintenance only, with no provision for new land acquisition.
The 2025 Sarria Municipal Financial Report recorded that parks and recreation accounted for 12 percent of operating expenditure last year. The levy proposal projects an increase in that share to cover deferred maintenance identified in the council’s asset management plan.
Next steps for voters and ratepayers
Ballot papers will be distributed by post from 15 September, with a public information session scheduled at the Sarria civic centre on 22 September. The legislation requires an independent audit of levy collections to be tabled within six months of the first collection if the measure passes.
